How to budget maintenance without surprises

A 3-bucket framework that simplifies CAPEX vs OPEX decisions.

Maintenance budgets split into three buckets. Getting the mix right prevents surprise capital expenditure.

1. Routine (OPEX)

Cleaning, inspection, minor repairs. Budget 0.3–0.5% of replacement value annually.

2. Cyclic (planned CAPEX)

Sealant renewal, anchor replacement, drain upgrades. Budget 0.5–1% every 5 years.

3. Reactive (emergency reserve)

Storm damage, accidents, urgent repairs. Reserve 0.5% of replacement value.

With these three buckets, every maintenance decision is pre-justified and the budget conversation becomes a capital allocation conversation rather than an emergency.
